Ohh the irony that boot sectors are writable in Windows to support anti virus software
Allowing AV to maliciously hook into all sorts of core OS functionality has always been a conscious (and utterly wrong) choice by MS.

First, we're talking about writable boot sector here, not hooking. Second, you are wrong. Without AV being able to hook, users are less safe
