Windows RS3 19093+ Introduce "DMA Guard" which uses GUID_CONSOLE_LOCKED and Session Notifications to disable DMA at the lock screen.
If it can block them, why not just *always* block them rather than only at lock screen??

My guess is that it shuts off DMA entirely at the lock screen, as you don't need Thunderbolt there, but you might need TB elsewhere
