The only unlocked part about that modem is it work on ATT/T-Mobile, it won't work on Verizon's LTE, and Verizons modem won't work on ATT

I can use my Verizon phone anywhere in the world, and I don't pay a dime extra for it, and I can if I choose move it to ATT.

As of a couple years ago there were still plenty of places (wordwide, not US) with only 2G coverage. Not sure if that's still the case.
