Why are tablets so cheap but smartphones so expensive? Is it the patents? Certification with carriers?
But you can buy a modem by itself dirt cheap & it's already licensed the patents.

Licensing restrictions are designed to be messy. If you sell it, you need a new patent licence.

Then sell it with a PCIe port and sell the PCIe cards in the same shop.

That's because those modems are licensed to the carrier, who has the most power, they don't need to use Qualcomm's technology.

Carriers can strongarm Qualcomm in ways that Apple, Samsung, LG and others can't, carries are the reason why Qualcomm can do what it does.
