It's not heavy CPU/GPU usage for calculations/rendering that ends up draining most power on mobile devices outside of gaming.

If either the phone or the server lacks internet access, it's a brick. It couldn't conform to regulations without some local UI.

It needs local emergency/911 service support. That's all. No reason to even have/use other voice calling. Go voip.
