The US public school system is a reflection of mass segregation based on income. As the wage gap widens so does the quality of education.

At a state level, banning private contribution to public schools could be done by mandatory pooling of funds.

Getting rid of private schools is harder. Perhaps tax tuition so much the revenue can make public ones better.
