OK, there is another, but it's even more of a hack: in-band collation override for foreign words.
That one's awful too because you end up with data littered with invisible chars that make it compare != to its normal spelling.
Unicode has a number of combining marks whose order is semantic in some or all langs but that were wrongly assigned non-0 class.
