IMHO it's a valid ToS provision. I don't think they are enforcing it unreasonably.
I'm not aware of unreasonable enforcement, but a rule that could be enforced unfairly is a threat to users.

And communities/projects can deem them bad players and decline to use their service.
I'm saying that *all* ToS give the service arbitrary termination rights. All. GH is def not a bad player at enforcing.
You still shouldn't write the ToS to include bad rules you don't intend to enforce.
Make it "abusive creation of multiple accounts for [whatever purposes]" that's forbidden, not having >1 acct/human.
Threat of shutting down >1 acct for single human being has comparable impact to FB's "real names" policy.
For example if you have one acct associated with legal name used for projects related to your career...
...and another associated with anti-harassment sw used in a community where ppl use pseudonyms...
...or associated with "unprofessional" or NSFW things like p2p filesharing, furries, whatever.
