It's really not. The GNU coding standards actually contain a decent spec of the public interface, independent of the implementation.

admittedly i've successfully avoided autotools other than invoking autogen, ./configure, and a few m4 hacks over the years

To elaborate, my ideal replacement does nothing in configure but save caller's stated prefs; all detections happen at make time.
