Anyone know how to rip just the useful files out of ISE webpack and make something suitable for deployment to transient compute instances?

No need for it to be distributable; just distribute the script to generate it from the normal install.

Just the bin/bit file should be sufficient if you're using OpenOCD and have a supported FTDI cable.

Oh, if you mean "How do I make ISE Webpack not take up 1TB of space", I can't help you there :P.

That's basically what I meant. From what I can tell less than 100 MB are actual bitstream-gen toolchain. Rest is...? IDE crap?

I've never touched that part, tbh (nor do I use the IDE; I use a Python library to call the command line tools).
