The memory timings can generally be configured via the BIOS/UEFI menus for non-OEM desktops and servers.

There are auto-configuration mechanisms for the memory to provide defaults, but it can be done manually.

It's one of the things that overclockers like to tune for performance but you can also go the other way.

AFAIK, those timing settings expose the ability to force more frequent refreshes to mitigate rowhammer.

Whoever writes a howto on making the settings (and avoiding buying boards that don't let you) is a hero.
