If this is real, Google is equally at fault for making it possible to grant such access, especially without confirmation.

Yes but that's orthogonal to whether app stores should serve/sell misleading or malware-like software.

I don't advocate for locking users to a vendor-provided stores, just for stores to filter out malware.
