If the two DLLs are built by different compilers, it would be totally legitimate for them to represent this totally differently in memory

Yes, the ABI documents specify bitfield repr. Only ppl with nasty compilers/systems have to care about this.

Sorry, Windows/MSVC falls under "nasty compilers/systems". :-( Not sure if there is one, maybe other ppl know.
