Ideally, but it's not clear how much that would break. No one will use CopperheadOS if there's too much friction involved.

couldnt it just do it but ask for permission? So auto pasting password managers would just be one extra click

Every access to the clipboard is programmatic access right now. The user selects paste and the app accesses it.

It's all well and good to propose changing how it works, but that requires a backwards incompatible API change.

Either that, or every single paste will be a two step process and clipboard managers won't be able to work.

A backwards incompatible change can only be introduced at a new API level, for apps choosing to move forward.

CopperheadOS isn't in a position to do that. And breaking use cases or adding lots of friction is unacceptable.
