We've been thinking about how to making permission requests for notifications less interruptive in Chrome. Trying to strike balance: loud enough for you notice the important ones and quiet enough so that you can ignore the rest. The add-bookmark and pin-tab UI should show an indication that the site supports notifications, and let you turn them on. Nobody wants notifications from a site they're not bookmarking or pinning.

I agree, clicking accept on something without reading it happens all to often And I've seen people get notifications they didn't know they opted into and don't know how to opt out of
