@2600 I put all my stuff in airplane mode and turned it off before the alert. Upon turning it back on:
carrier with no coverage in this building sent the alert as soon as it got any form of GSM signal at all. I have No Service but it still got the alert.

I’ve got a Femto Cell, and another phone on WIFI calling. Neither got the alert.

It's looking more and more that this goes over the apparatus that permits phones that have no sim to still dial 911. As soon as it touches a tower of any form, the message gets delivered. Your femtocell and wifi calling bypass that layer.

Right. Defiantly confirm this is the case here. As this has become more of the norm. This “next generation “ alert system that was deployed in 2011, and not tested until today, is irrelevant.

Agree, if it gets to the point of this mechanism being required, no information it can provide will be of any value. The local ones for things such as tornado warning messages make sense, but a national alert has no value.
