For every person that leaves the kernel over the CoC, I pledge to help mentor a new contributor interested in taking over their work.

Again with the personal insults Rich. How many times will you break the CoC in one day?
-
Does the Linux kernel CoC apply to what people say in their personal Twitter?
-
Only if their personal twitter account is representing the project or community
-
I'm not sure about the kernel one, but a good CoC should address members of the community who do egregiousy abusive things outside of it. The issue here is that identifying abusive people and bad-faith trolls for what they are, regardless of harsh language, is not abusive.

A contributor having a white supremacist or misogynist (incl. rape apologist, transmisogynist, etc.) Twitter presence should absolutely be something a CoC is prepared to address by telling them they're not welcome.
