The right solution probably involves regulating the sort of capitalism that incentivizes shipping commercial products full of crap-quality code that puts users & public in danger, not regulating the coding. But nobody wants to do that...

I agree, that's the type of regulation a PE certificate is about. You can't just randomly build critical infrastructure; someone had to sign off, someone who would be liable if it fails, which offsets the profit motivation to cut corners. It isn't perfect. But it does work.
