There was an obvious problem with bloated power-wasting apps spinning to poll for notifications, but rather than forcing it all thru Google, the obvious right solution was just policy (& enforcement) disallowing anything but equiv. of poll() on socket with -1 timeout.
I have this problem too, but it might be my use of microg instead of Google Play Services. The whole cloud notification thing is awful.

Note that enforcement would include something like "if wakeup from the poll() doesn't result from socket dying and doesn't result in a notification being produced (i.e. app is pulling something other than notifications), app gets killed until manually restarted".
