I'm really curious in which direction this should go, it feels to me "URLs are probably a bad solution, but the least bad of them all". I can't really see what improvements there are, maybe except for "highlight the actual domain better".

URLs are a good solution to the problem they're for: providing a way to navigate to a resource, bookmark it, cite it, etc. Inferring identity from a bad presentation of URLs was of course an incredibly bad idea, but nobody realized it was happening until it was too late.
