Everywhere.
It's not "going to 2G", just throttling at speeds that are supposedly 2G but many times faster than what anyone ever got on actual 2G. Still carried over 3G/4G/LTE channels.

Ah, ok. Thx for explanation. I joined smartphoneworld after LTE was live, so the "oldest" I have exp with is 3g (which is faster than my home internet sometimes)

I think this highlights a big part of the reason wifi is still popular though: nobody knows there's cheap unlimited cellular data.
