AFAIK this hasn't been true since their public launch; I specifically tested this when stickers started rolling out. But even if Twitter's perfect, still a good idea to do local obfuscation. Who knows if a future bug might break it, or if they're storing the unredacted versions?

Do you have a recommended (Android) app for local blurring? Do video ones exist?

Blurring does not prevent recovery of the blurred content. Simplest safe approach is solid-color rectangle. I don't know a good app right off; sadly the standard gallery app's edit feature lacks it.

ObscuraCam is one app I've heard of that I'd like to evaluate, but it sounds like it supports some blur modes that are unsafe.
