I am curious, do you have any references on the misuses? (I have already looked up mbstate_t and see that it's a type the programmer is supposed to manipulate without knowing anything about. I vaguely see how that invites bad things, but I would like examples.)
But does it have the same effect? Looks like pad can be nonzero after assignment, but I'm not sure what can it be after memset.
No, that's the whole point. memset sets the object representation to all zero bits, but the interfaces that consume mbstate_t require zero value (padding is not part of the value and irrelevant).
