If a tech company *cough*Google*cough* builds something for g'vt and defends it by saying "the contract says they can't use it for things we don't approve of"... I hope you recognized that as b.s. even before seeing this example of it actually happening:https://gizmodo.com/amnesty-international-targeted-by-israeli-made-spyware-1828039242 …

``NSO Group [said] its software is meant only for government agencies to identify and disrupt terrorist and criminal plots. “Any use of our technology that is counter to that purpose is a violation of our policies, legal contracts, and the values that we stand for as a company”``

Good luck enforcing that. But let's be real: you can't.

They could enforce it with a billion dollar deposit, in cash, forfeit if you use it for evil. ;-)

In other words, price the technology at $1B. For the "right" tech, I'm sure they'd find a buyer.

Well theoretically you could do sliding-scale and make sure you're confident enough that the buyer isn't willing to part with that much money permanently, but yeah it was more a joke. Also hard (i.e. impossible) to enforce that they don't keep it after deposit is returned.
