i just realized our power company has an option to pay less for electricity, but more between 4 and 9 PM, so i programmed my central AC to blast cold air between 12 and 4 and i feel extremely clever
Well because heat transfer is proportional to temperature difference, you're going to use a lot more total energy getting it cold enough that it stays cool until energy is cheap again.

which could very well be cheaper, more efficient energy! base load is much cheaper than peak load.

But yeah it sounds like they have a legitimate need to reduce peak load in your case.

I've just heard stories about people trying to game pricing systems like this, timing their water heaters etc., estimating poorly, and getting hit with big bills.
