The one time I tried to make a visual novel was called "Reverse Tarot". Your only input was at the start of each in-game "day" you would decide the contents of the protagonist's daily tarot spread. The prophesy would then self-fulfill, events would follow the cards' predictions

I think you'd need really advanced models for character, environment, themes, etc. and procedural generation off them to make it work.

Similar idea I've had (but no background to actually do) and possible mechanism for it is a game that doesn't implement game-world rules at all but rather implements an AI "DM" who's constructing shared story with the player(s).
