USB drive bounty program: $5 Starbucks gift card for any USB drive found in a parking lot and turned in to the IT Dept. Even accounting for cheaters, it would be cheaper than cleaning malware from a real infection.

Obviously you can decline to pay out for frequent "finders". The mechanism doesn't rely on anything but getting each employee who finds one to do it once, so they have the memory/association "sketchy usb bad".
