Is Twitch supposed to be unusable if you can't stream HD? No option for 480p or 360p live streams?

I believe twitch only enables transcoding when some minimum number of people are watching the stream.

So spinning up a bunch of dummy cloud instances to waste their bandwidth would get them to offer usable streams? Yay...

Well, if you're going to spin up a cloud instance, you could spin up something that transcodes the stream to your preferred bitrate/resolution. They really should just offer transcoding for all streams.

It WFMs at 360p. Have to set quality, but it would prob persist if I had an account and/or allowed enough cookies. FF 52.6 & Windows 7 (pls don't judge). I'm allowing scripts from Twitch-related domains (using uMatrix).

WFMs? On the streams I've tried to view, the only options are "Auto" and "720p (Source)". Some archived streams have 480p, 360p, etc. also available.

WFMs = wrongly conjugating WFM as if it were a verb, sry. Strange. For me live streams go right down to 160p. Using (slow) ADSL in the UK, d/l=24Mbps max. Channel I most recently tried is https://www.twitch.tv/tinny (source quality shows 900p60).
