Started pondering a time-unlock crypto scheme using broadcasted public keys; but it quickly became "We trust the USG to know all future private keys before anyone else and then broadcast them on a schedule via GPS."
That's what I mean by proof-of-work: it doesn't have to be altruistic if, by cracking a key, nodes are able to append a block and thereby obtain something of financial value.

There are certainly issues with nodes trying to decide whether to disclose or privately benefit from a cracked key based on what information it protects; I don't know exactly how you'd handle that.
