I'm not convinced, from a user perspective, that you want it to keep working in the background. It can possibly be done with ServiceWorker API, but that API is a trashfire of user consent violation and should be removed or at least highly restricted and made opt-in.

That's understandable. A way to opt-in the user to use bandwidth in the background, or at the very least to send a copy of the video to another federated server
