(asking for a friend) what's the legality of using a non-legal name as an additional cardholder on a credit card? For pseudonyms or for folks who haven't yet changed their "legal" names, etc.

I wouldn't worry about "legality" or ask them because you're likely to hit a hateful employee. Just request the card as you would if it were for a spouse or child, only escalate if they decline.

The fear is more that after getting one if the bank or the government finds out they may cause trouble.

All the bank has any legitimate interest in is that they have someone legally responsible for the debt. Extra cards in different names don't change that.
