It's certainly not true, and even proposing that nonsense explanation borderlines on gaslighting. Usually when this happens and it's scary, it's something connected to a very personal, private need and the need would not have arisen from seeing an ad.

When users think it's voice listening, it might actually be related to chat contents, websites visited, physical sites visited, or even friends doing these things. But it's definitely highly invasive tracking going on. Not users flipping cause & effect.
