Is there modern FOSS text-to-speech or speech-to-text software or just cloud APIs? If so, any not dependent on black box machine learning?

After digging through a bunch of marketing crap, it's just a frontend for Google Cloud Speech... Way to go not disclosing a privacy disaster...

I can no longer remember what it was called, but I've definitely used some FOSS TTS software on Linux before that gave "acceptable" results (but in general TTS is much easier because human brains are really good). I've never used any FOSS speech recognition software though.
