You know, when you have an intentionally decentralized system, built that way for good political reasons but in such a user-hostile manner (because why would people matter) that everyone recentralized it, one can only laugh when that centralization is exploited.
Git development surely had some user-hostile ppl/processes behind it, but I'm not sure how that connects to the rise of github.

Centralized hosting for personal sites (geocities, myspace, ...), blogs (blogspot, wordpress, ...), photo sharing (picasa, ...), etc. have always sprung up and it seems to be more a matter of typical internet service being hostile to hosting your own stuff.
