If your topic is sufficiently specific then you'll end up with a situation where the number of reviewers that haven't heard of or read certain papers is zero.

just think of the topic that's close to us: do you believe there's any qualified crypto reviewer that hasn't heard of freak, robot, logjam or doesn't know who's working on these things? all of these attacks were published as preprints and only later on confs.
