I’m all for country-by-country examinations of why individual states, for example Saudi Arabia or Italy, are trampling over all of their stated values to ignore (or in the Saudi case publicly support) China’s assimilation and mass internment campaign for Muslim minorities.

But I’m suspicious of the “why is the Muslim world silent?” arguments, which play into essentialist understandings of Islam and Muslim-majority societies and ultimately reinforce Islamophobia.

One thing the 22 condemning countries share that the “Muslim” countries lack is lesser need to fear either China or the US. (Belgium doesn’t have to keep China as a potential ally in case of US invasion)

All that said, there is probably no country in the world, including China, whose stated values, if they were followed, would call for anything less than a loud condemnation of what China’s government is doing to the Uyghurs, Kazakhs, and other minorities.

Correction, from a contact familiar with the system: even though the US quit the human rights council, it can still sign the statement (as have other states that are not council members) and it’s apparently not too late.
