  This is incorrect information, there is no such law and KTLA has removed the original clip from their website. This is someone trying to spread false news, unfortunately @ktla having it on their show gives it false legitimacy.

  Also, someone running for office should be a lot smarter and not fall for this sh*t. It took me about 2 seconds to realize this couldn't be true and another 5 seconds to find out the truth. If you can't be bothered, then you can't represent this state...and shouldn't.
