Depending on which of the twelve forms of FGM you're talking about, maybe, I don't actually know what forms are happening in the UK. I do know that the cases in the USA being prosecuted are for type 1a and type 4, which are not as damaging as circumcision.

That said, the primary sensory part of the penis is the frenular loop, parts of which are damaged or destroyed in all circumcisions, the primary sensory part of the vulva is the clitoris, so from that standpoint they are pretty much the same.
