Agreed, but yet another measure that the State would have to consent to! The transfer tax was initially implemented at the state level in the early 1900s and refunded 100% back around the 1970s. Long Island legislators would be reluctant to implement this for parochial reasons 
Did you know NY has a stock transfer tax that generates about $16 billion a year? Did you know we also refund almost all of it right back? Seems like actually collecting this tax would be a good way to close NYC's budget gap. Just saying.

I'm concerned that imposing this would possibly literally kill the NYSE. Companies are currently learning to operate without their NYC offices. Trading is electronic. Imposing this tax may be the nail in the coffin. Why not legalize weed instead of daring Wall St to leave NY?
