Wolves kill thousands of sheep every year in other countries. The Scottish highlands is too small an area to allow them to roam. You'd go from culling deer to culling Wolves (like France). This only seems like a good idea to people who don't live in the highlands.

You would need the larger predators to keep the herbivore populations in check. Here, every garden has a fence like a prison to keep the wild boar and deer from destroying everything. No major predators because folks are scared of wolves.

Same in France, boar are now coming into the suburb of Paris for easy food, a bit like the foxes here.
