Don’t the police have to actually do the job of trying to break up these shoplifting rings? No arrest, no charge.

Yes, you're right; it's the SFPD's job. But if you look at my entire thread (maybe Twitter didn't show it?) you'll see that Chesa made a campaign promise to go after the crime rings that do mass shoplifting. My point: before Chesa invests his limited time to do two seasons of a campaign promise, he should first execute on his campaign promises. He didn't promise podcasts (check the Internet Archive link above). He did promise to go after mass shoplifting rings.
