As the House and Senate prepare to go to conference on the #FY20NDAA, I hope both chambers can ultimately support the military force provision that reaffirms Congress’ power to declare war.

Even if POTUS gets us into conflict, the House of Reps can force it to an end by choking off funds to support military action. The House has considerable

It is more necessary now than ever..must differentiate between “state of war” and “use of military force”. Both should require Congressional approval.
