Why is there not already a law in existence which blocks any WH employee from having any access to secure info until they have permanent clearance?

The security clearance is fine, just remove the individuals that don't have clearances. That would be the job of the general.

Never pass. Executive branch covers national security and making transparencies into security clearances is not something they will approve.
