Congress MUST act, otherwise people who don't know they're sick will go to work sick because A) lack of testing/diagnosis, B) fear of missed pay. Compliance with self quarantine hinges on whether lawmakers act to protect Americans from financial fallout (job loss, eviction, etc.)
