If the 700,000 people want a vote in Congress, they can live in either Maryland or Virginia. I was born and raised in DC. When I moved to Los Angeles and voted for senate, my life did not change at all.

If you want a practical solution to this “problem”, Maryland should just absorb the residential parts of DC (as Virgina did to Arlington) in the 1800’s. But let’s be honest, this is about Senate seats.
