I'd have to agree with the Law professor. I've read the Constitution a thousand times now (keep an @ACLU pocket copy in my bag), and nowhere in Article 2 does it grant such power to the President (to shield his Executive staff or Cabinet from the oversight of Congress).

It IS absolute until someone somewhere does something official to stop it. Without consequences they have no incentive to obey the law. Why should they? Its certainly not to their benefit to do so and it IS to their benefit to flout the law. So. DO something. Please
