Trump's proposed Declaration of a National Emergency is an authoritarian power grab that will be struck down in the courts. The Constitution gives the House the ‘Power of the Purse’, and Trump cannot override the Constitution with a fake declaration.

A few days ago, I texted my son since we enjoy CNN. I predicted trump would NOT cause another shutdown-too unpopular- but he WOULD declare a NE for his wall. He agreed. Now we’re waiting to see if trump does it, or he grandstands and doesn’t. What a sorry sight...a US President!
