      Rogers may have said that. But the statute is very clear that the whistleblower cannot do that. He must work with DNI/IG to coordinate testimony to Congress. He is not cleared by DNI to do that. DNI is blocking his path.

      I wouldn't accede to that interpretation by the ODNI. And if you really read the ICWPA as giving the DNI & ICIG the ability to block whistleblowers from getting to you, you should change the law.

      The goal is to protect the whistleblower. If the DNI interpretation is such (it is) then you are putting the whistleblower at risk of losing livelihood and being charged with a crime. Which defeats purpose of whistleblower. The law doesn’t need to be changed. Needs to be followed

          There is nothing in the statute to explicitly say that a whistleblower loses their Title V protections if they made a good faith attempt to comply with ICWPA and then comes to Congress directly.

          What whistleblower would come forward if the DNI says their testimony would be unauthorized? This reasoning shifts the blame to the whistleblower when it should squarely be on the DNI/DOJ.

          If the President & Barr dont follow the law, then why does the whistle-blower have to follow the law? He/She did what was required. If Congress isn't going to stop this insane behavior, we might as well just let the criminal in the WH do whatever he wants.🚫
