Rogers may have said that. But the statute is very clear that the whistleblower cannot do that. He must work with DNI/IG to coordinate testimony to Congress. He is not cleared by DNI to do that. DNI is blocking his path.
I wouldn't accede to that interpretation by the ODNI. And if you really read the ICWPA as giving the DNI & ICIG the ability to block whistleblowers from getting to you, you should change the law.
The goal is to protect the whistleblower. If the DNI interpretation is such (it is) then you are putting the whistleblower at risk of losing livelihood and being charged with a crime. Which defeats purpose of whistleblower. The law doesn’t need to be changed. Needs to be followed

The employee may transmit to Intel Committees is they notify IG of their intention to do so?
Where is the contempt? Where are the lawsuits? Why aren't you subpoenaing Coates and Gordon to ask why they quit so suddenly, why Coates broke into a meeting to tell Gordon to resign? Why are you playing on Twitter?
But the acting DNI violated the statute by taking it the OLC and getting the DOJ involved. Follow Laurence Tribes advice and go to DC district court and get a writ of mandamus and demand that Acting DNI deliver the info to your committee.

The only ones following the rules are the Dems. There's no time for all this paperwork. Use the teeth your power gives you as the majority or just stop it altogether. I'm sick of getting my hopes up that you'll hold this admin. accountable
If the DNI has not turned over the report as required by law, why has he not been arrested? Hasn't he broken the law? If you or I break the law, we don't get a pass. Especially for something as important as National Security. This is why the GOP continue to do this. No penalties.
