This is classic “blame the victim” (or whistleblower). The law does not need to be changed. The whistleblower doesn’t need to do anything different. People need to follow the damn law. Acting-DNI must tel Congress. There’s zero wiggle room.
So if the whistleblower followed the chain of command and still not delivered congress what is the last recourse?
Former IG on @NPR last night indicated the recourse path is basically Congress impeaching the Acting DNI... ugh, why is there no cut and dried criminal guidance on any of this stuff? We r learning so much about the weak points in our system. There are too many, we see too late.

They are. They've subpoenaed the acting DNI, who can be held in contempt of Congress (at a bare minimum) if he persists in refusing to follow the law.
Both Trump and Giuilani have admitted they asked Ukraine for dirt on Biden and/or son. This is plain and simple requesting aid from foreign nation to further political goals. There's new Trump & Co. corruption daily. Dems must get their offense in place and mobilize soon.
Re Lewandowski: why cant we get a search warrant for everything in his personal safe? He admits he keeps all notes there. He admits that there are multiple notes from the President. Which is against the law. And confirms he lied to mueller. He didnt push back on “secret” safe.
Didn't Comey get criticized for doing the same thing? Keeping Notes ? In a safe??
